Why have this done?
Having your lift/escalator equipment operational is of top priority to ensure you can cater for all personnel within your building, but where do you go if your equipment is constantly out of order due to breakdowns or trap-ins?
Most maintenance contractors will complete reactive repairs, meaning they may only fix the result of an issue and not fully investigate the cause, this leads to repeat breakdowns. This from a building managers point of view increases lift/escalator down time and potential complaints from tenants.
